Naryn - On April 24, over 60 representatives of noncommercial organizations, local self-governance bodies, and state bodies, including prosecutors, judges of the Naryn Oblast Court, and attorneys of the Naryn Territorial Advocatura, met to discuss the implementation of the Government Decree dated June 12, 2018 # 594 on Interaction of Entities of the State-Guaranteed Legal Aid System.
 
The Ministry of Justice’s Center for Coordination of State-Guaranteed Legal Aid (SGLA) facilitated the meeting where the participants asked questions and raised concerns and issues of local importance. 
 
The participants highlighted the significance of raising public awareness about the Law on State-Guaranteed Legal Aid. In particular, the Judge of the Naryn Oblast Court, Mrs. Nazira Seidakmat kyzy, noted: “The State Penitentiary Service (SPS) is poorly aware of legal aid provided by advocates and about the state-guaranteed legal aid in general. The convicted individuals, undergoing retrials, are in urgent need of the free and competent legal aid.”
 
During the meeting, the participants also discussed the importance of interaction between all entities of the state-guaranteed legal aid. The representatives of the local noncommercial organizations elected Erkin Asanaliev, Director of the PF “Pir Solomon”, as their representative and a liaison person between the NGO sector and the MoJ Territorial Unit and FLACs in Naryn Oblast. Three organizations joined the CSO Network by signing the cooperation agreement. The document stipulates procedures of providing free legal aid by various actors and is aimed at establishing effective referral system.
 
The Ministry of Justice’s Center for Coordination of State-Guaranteed Legal Aid (SGLA) organized a series of meetings in all regions of the country, with the support of the USAID Collaborative Governance Program, the UNDP and the Ministry of Foreign Affairs of Finland’s Project “Towards a Sustainable Access to Justice for Legal Empowerment in the Kyrgyz Republic”.
