On May 16th, over 30 representatives from the Apparatus of the Government of the Kyrgyz Republic, the Ministries of Health and Social Development, the Mandatory Health Insurance Fund, CSOs, and members from the donors community attended the presentation of the  Draft Law on Social Procurement (Draft Law on SP) organized by the International Center for Not-for-Profit Law (ICNL), - an implementing partner of the Collaborative Governance Program; the Soros Foundation – Kyrgyzstan; and the Working Group established by the Ministry of Social Development.

The Working Group drafted a new Law on SP and corrected 24 deficiencies that existed in the Law on SP of 2008 to improve the legislative framework for advancing the procurement of social services in the Kyrgyz Republic.The participants were very proactive during the discussions, and asked many questions regarding improvements made in the Draft Law on SP. They were able to develop some constructive suggestions over the course of the meeting. The Working Group also presented a list of social services and public benefit goals that the Ministry of Health might use to respond to the needs of patients, including the disabled and socially vulnerable groups. There is optimism and much hope that the Ministry of Health and other ministries will use the Draft Law on SP, once enacted, to expand and improve social services by contracting and cooperating with the qualified members of the private and civil society sectors, including CSOs.
