On September 10-11, 2015, 20 dedicated professors representing 11 universities - members of the Consortium of Universities on NPM in the Kyrgyz Republic actively participated in the Professional Development Workshop (PDW) organized with support of the USAID Collaborative Governance Program (CGP). USAID CGP Chief of Party, Mark Grubb, made welcoming remarks and overview of the achieved results for the past 21 months since December 2013, including signing of the Memorandum of Understanding with 15 public and private Universities of Kyrgyzstan; launching of two Nonprofit Management (NPM) Resource Centers at Kyrgyz National University and Osh State University; development and implementation of three NPM courses "Introduction to Nonprofit Management," Nonprofit Organizations in the Modern World," and "Financial Management in Nonprofit Organizations"; implementation of two NPM Fellowship Programs in the USA and the Republic of Georgia.

Mark Grubb, USAID CGP Chief of Party making opening remarks to highlight the amazing work the team of dedicated professors have been doing for the past 21 months since December 2013, when the Consortium of Universities was established by signing the Memorandum of Understanding with 15 public and private Universities of Kyrgyzstan, launched the first NPM Resource Center at KNU and conducted the First PDW, which put the basis for the development of three NPM course syllabuses.

 

The workshop was facilitated by Zaure Sydykova, a trainer with extensive experience in the field of Public Policy development and Advocacy. Within this two day workshop professors worked on the draft syllabus on Public Policy and Advocacy designed by Zaure. Professors discussed and modified the draft syllabus in teams as guided by Zaure and Irys Beybutova, KNU NPM Resource Center Coordinator. As a result of the workshop, professors have been assigned to develop in teams the draft syllabus by October 24, 2015. This was completed successfully due to collective efforts of professors including Professor Zainidin Kurmanov, ex-Speaker of the Parliament and regular PDW participant, who provided valuable input into Zaure's presentation. In particular, he highlighted the historical and political aspects of public policy in Kyrgyzstan and underlined the role of CSOs in bringing constructive changes to the society through advocacy.

During the workshop, the professors discussed the plan to establish an Association of NPM Professors for further sustainability and institutionalization of the Consortium of Universities on NPM and NPM Resource Centers. ICNL Legal Consultant Aida Rustemova consulted with the professors on the legal issues of establishing the Association of NPM Professors. Aida will provide a sample charter for the professors and agreed to review and consult on the draft Charter further.

The workshop activity also involved Meerim Matkulova,International Business Council (IBC), to provide an information about their CGP-funded grant on Career Centers at designated Kyrgyz universities promoting improved programs of student internship. Professors invited IBC representatives to their classes as guest lecturers in the NPM courses they teach. IBC is planning to use KNU and OSU NPM Resource Centers and conduct their training on Career Development and student internship opportunities for the regional universities students.
