The Osh Mayor’s Office, and Public Union «Youth of Osh» are pleased to invite you to the press conference to share the survey results on the level of satisfaction with the quality of municipal services carried out in the city of Osh. The survey also assessed the quality of urban environment from the citizens’ point of view and urban community’s capacity to change the environment (social capital), and included citizens’ recommendations on the city environment improvement. The survey was conducted in 13 territory councils of Osh, with the sample totaling of 1,300 people. Vice-Mayor of Osh Mr. Aitmamat Kadyrbaev and Executive Director of Public Union “Youth of Osh” will present the survey findings. The press conference will be held on Friday, November 20, 2015, 10 a.m., at the Osh city press center at 318, Lenin street.

The survey report covers the following topics:

Urban Environment

  • Urban environment assessment by citizens;
  • Public transport performance assessment;
  • Assessment of performance of Tazalyk municipal company;
  • Priority areas for urban environment improvement.

Social Capital

  • Citizens’ confidence and willingness to come together for joint efforts;
  • Social resources for local community self-organization;
  • Key community practices of citizens;
  • Citizens’ capacity for organized involvement in urban environment improvement.

In addition to the listed above, the survey report also includes descriptions of specifics of 13 territory councils of Osh related to social capital and urban environment.

The survey was initiated and conducted by the public union Youth of Osh in partnership with the public foundation Urban Initiatives as a part of the project 8x13, with assistance from the Osh Mayor Office and funding support from Soros Foundation – Kyrgyzstan.

The project 8x13 (8 municipal services and 13 territory councils) is aimed at raising citizens’ confidence in local authorities and strengthening cooperation between them. The project activities are focused on improvement of Tazalyk municipal service and public transport performance.

This project has become possible thanks to support provided by the American people through the United States Agency for International Development (USAID) with with co-funding of the UK Department for International Development (DfID) as a part of the USAID Collaborative Governance Program implemented in cooperation with the Public Union Youth of Osh.
