Good news to share - on December 7-8, CGP grantee Liberal Youth Alliance Civic Union "For Reforms and Result" conducted a workshop: “Methodology on External Evaluation of Law Enforcement Bodies, Instructions for Methodology”, which was attended by members of the initiative groups from Uzgen, Talas, and a working committee from Bishkek, and a member of the Public Council under the Ministry of Internal Affairs, Alihan Rustamov. Program Manager Timur Shaihutdinov, Project Coordinator Gulnura Mamyrova, and Lawyer Atyr Abdrakhmatova from the Civic Union provided training on the new methodology for external evaluation of the police and gave instructions on its use.

They will provide a similar seminar for other members of the initiative groups on the methodology in three pilot district departments of internal affairs in Bishkek, Uzgen, and Talas. As a result of the external evaluation of the police departments in three pilot cities of Bishkek, Talas, and Uzgen; the initiative groups will suggest necessary changes/additions to the methodology and provide a final report verified with pilot police departments. If all stakeholders agree on the piloted approach, the methodology on external evaluation of the police may be replicated in all regions of the country.

At the beginning of December, the Bishkek City Kenesh (Council) issued a regulation on the formation of a working committee for the external evaluation of the pilot site- Sverdlov Rayon Department of Internal Affairs.

Liberal Youth Alliance Civic Union "For Reforms and Result" is working in close cooperation with the Bishkek, Uzgen, and Talas City Keneshes and mayor’s offices where initiative groups were formed and legalized by Local City Council (Kenesh) Regulations to introduce and pilot new approaches in assessment of law enforcement activities and to facilitate the implementation of the Kyrgyz Republic government decree No. 81 of February 24, 2015 on external assessment. The initiative groups in Uzgen, Talas and a working committee in Bishkek consist of civil activists, representatives of mayor offices, and members of city councils (keneshes).
