OnApril 5, thePublicFoundationSupport to Economic Development and Education” hosted a roundtable discussion on the results of the civic monitoring of the Official Government Procurement Portal of the Kyrgyz Republic – zakupki.gov.kg – under the Ministry of Finance of the Kyrgyz Republic.

The Public Foundation “Support to Economic Development and Education”, in partnership with representatives of the Public Councils of various state agencies, conducted the first monitoring of the Government Procurement Portal as part of the project titled “Promoting Public Oversight and Transparency in the Government Procurement System” aimed to promote improvement in state electronic procurement system, increase transparency as well as reduce opportunities for corruption in the government procurement system, which will lead to effective use of limited budget funds. This initiative was supported by the Collaborative Governance Program funded byUSAID and DFID.

As part of this project, the Public Foundation developed a Methodology on Monitoring the Government Electronic Procurement System, established a Monitoring Group, consisting of representatives of the Public Councils of various state agencies and business associations, provided two trainings on the use of the Methodology on Monitoring the Government Procurement Portal.  Monitoring was conducted in nine procuring organizations: the Ministries of Labor and Social Development of the KR, Transportation and Communication, Economy, the State Environmental and Technical Inspectorate, the State Agency for Antimonopoly Policy, and other state agencies of the Kyrgyz Republic.

As a result of the roundtable discussions, a resolution to be sent to the Government of the Kyrgyz Republic with the recommendations to analyze the legislation on procurement, amend the Law on State Procurement, improve the Government Procurement Portal to make it user friendly, provide transparently the tendering process and documentation on a procurement portal, create the working group under the Government or Parliament to monitor the government procurement system with civil society involvement on a continuous basis, and other recommendations.
