On June 13, 2016, more than 30 representatives from civil society organizations, Government’s Office, Ministry of Health, Mandatory Health Insurance Fund, UNAIDS, UNODC, EWMI and other donor organizations convened to discuss a draft roadmap to transition from donor funding to public funding and implement state social procurement in the Kyrgyz Republic health care system. The aim is to ensure the sustainability of programs to combat HIV and tuberculosis when donor financing is reduced.
As the result of the round table discussions, Anara Eshkhodjaeva, a leading specialist in the Education, Culture, and Sports Department within the Government’s Office, recommended that they identify realistic priorities in the roadmap, continue working on all the important issues raised, develop a list of social services for CSOs, and develop standards for social services in the health sector to use state social procurement mechanisms. Donor and Public Councils, and civil society representatives shared their view on the roadmap and recommended that an improved roadmap and document packet on state social procurements in the health sector be submitted to the Government and the Ministry of Health for further consideration and approval.
The public associations “Pravo Na Jizn” (Right for Life),“Tais Plus” and “Kyrgyz Indigo” organized the roundtable discussions with support from the Collaborative Governance Program, funded by USAID and DFID.
