On September 28, 2016, a NPM Resource Center at Kyrgyz National University hosted a guest lecture of Ruslan Moldokasymov, Senior Program Officer of the USAID Collaborative Governance Program on the theme “Support to Establishing a Dialogue Platform between the Government and Civil Society in the Kyrgyz Republic: USAID CGP’s Experience”. The lecture was devoted to the role of different mechanisms used to enable the Kyrgyz government to consult with the public and civil society on important policy matters and provide access to information that enables civil society to effectively serve as watchdogs overseeing governance. The participants of the guest lecture learned about various policy documents (strategies, charters, agreements, memoranda and/or laws) that promote cooperation between the state and civil society organizations supporting collaboration on jointly identified themes and building confidence and trust. During the discussion, the CSO representatives raised a number of questions, specifically on evaluation of project proposals, and expressed interest in receiving more detailed feedback from CGP in order to understand strengths and weaknesses of the CSO proposals. To demonstrate the CGP cooperation strategy, Mr. Moldokasymov used as an example the work of the Public Councils as a dialogue platform for effective exchange between the state and civil society institutions. 34 students, 3 KNU faculty members and 7 CSOs representatives attended the guest lecture.
