On November 25, 2016 over 40 university students, faculty members, and CSO representatives attended a guest lecture of Medet Tiulegenov, Head of the Department of Comparative and International Politics, American University in Central Asia, on the theme “Inter-sectoral Cooperation on the Issues of Public Policy in the Kyrgyz Republic”. The lecturer presented his latest research and analysis of cooperation between civil society and the state in public policy development in the Kyrgyz Republic. This research was supported by USAID Collaborative Governance Program. Mr. Tiulegenov presented research methodologies such as NPA analysis, content-analysis of the Kyrgyz Republic presidents’ speeches and mass media, interviews with leaders of civil society organizations, and main conclusions. Mr. Tiulegenov emphasized increasing institutionalization of civil society and heightened level of participation in the process of public policy development. However, political rhetoric of state institutions in the relation to CSOs is not always positive. The cooperation mechanisms (community councils, working groups, parliament hearings, etc.) between the state and civil sector are applied extensively, and research findings demonstrate that these cooperation mechanisms are currently sufficiently effective. The lecturer also covered such issues as positive/negative image of nonprofits among wider population; opportunities for cooperation between state and civil sector in various spheres; state procurement; combating violent extremism; and prospects of developing cooperation between the state and civil sector in future.

At the end of the lecture, Mr. Tiulegenov handed over 28 copies of the publication to the network of NPM Resource Centers established at Kyrgyz National, Osh, Batken and Naryn State Universities between 2013 and 2016 with the support of the USAID Collaborative Governance Program.
