Bishkek - On April 10, 2017, the Association of Parents of Children with Disabilities (ARDI) conducted a round table on the results of the project “Current Standards in Day Care Institutions and Social Service Institutions of the Kyrgyz Republic”. The project was aimed at improving the quality of minimum standards of social services in the institutions that provide services to adults and children with disabilities.

As a part of the project, ARDI conducted monitoring of the social services provided to adults and children with disabilities to see if the institutions in all regions of the country work in compliance with the existing standards. The results of the monitoring revealed that only 3 out of 17 institutions monitored in Kyrgyzstan comply with the existing standards. Based on these findings, ARDI developed recommendations to improve minimum standards of social services and sent them to the Government of the Kyrgyz Republic. As a result, amendments to standards were approved by the Decree № 565 of the Government of the Kyrgyz Republic dated October 25, 2016. Following additional monitoring and legal analysis, the government continues to improve the standards through new decrees.  

ARDI Program Coordinator Seinep Dyikanbaeva noted: “We worked not only on standards but also developed additional documents, for example, a guide on using the standards for the rehabilitation centers working with children and adults with disabilities in the country”.

This project was implemented by the Public Union “ARDI” in partnership with the Ministry of Labor and Social Development of the Kyrgyz Republic and PU “Institute of Childhood” and supported by the USAID Collaborative Governance Program.
