On June 5, Anti-Corruption Business Council of the Kyrgyz Republic held a press conference at Information Agency “Kabar” to present the results of the May 30th voting in the Jogorku Kenesh (Parliament) Committee on Economic and Fiscal Policy on amendments to the Law “On Pledge” and the “Civil Code”. “The proposed amendments will enable the citizens and businesses to protect their property rights and, in case of a violation, block any unlawful seizure of citizens’ property. The intention of this series of amendments is to aid in the avoidance of corruption and to reduce “gaps” within the current legislation. The analysis has shown that current legislation provides opportunities for corrupt practices,” said N. Mukanova. Amendments to the laws will be considered at the plenary session of the Jogorku Kenesh (Parliament) this week. In case of approval in the Jogorku Kenesh, banks will not be able to sell the property pledged by the borrower within three months after failure to pay the credit as well as citizens will have the opportunity to defend their rights and redeem their property.

The initiative to develop and promote amendments to the Civil Code, and the Law “On Pledge” is an example of the successful cooperation between the Jogorku Kenesh (Parliament) and the Anti-Corruption Business Council of the Kyrgyz Republic as part of the project supported by the Collaborative Governance Program (CGP).
